THE LOW FLOWS ARE WHEN THE LARGEST DIFFERENCES OCCUR BETWEEN THE EXISTING LOAD AND THE TARGET LOAD, THEREFORE THE GREATEST LOAD REDUCTION IS NEEDED TO MEET THE WATER QUALITY STANDARDS. | ||
