The site is a 29-acre parcel of open land located off of Route 2A (Essex Rd) to the east of Stirrup Circle and to the west of the Winooski River. The parcel has no road frontage. A powerline easement runs parallel to the western boundary of the parcel and through the southern portion of the parcel. The parcel is currently undeveloped. Because the property is located directly across the Winooski River from IBM and the Essex Sewage Treatment Plant, where there have been releases in the past, the property’s eastern boundary and vicinity is the primary concern. Site eligibility is requested to assess whether these RECs represent a release of hazardous or petroleum materials to the environment that, if present, would represent an unacceptable risk to Property users.
