Additional Property Attributes

The applicant is considering acquisition of the property as part of its revitalization efforts. Due to the proximity of this property to planned future development, acquisition of this property is critical to successful revitalization of the applicants Main Street corridor, which includes commercial development and a street extension. Because the town is land-locked, and there is a dire need for better utilization of limited space, this portion of the Praxair Gas facility is being considered for acquisition to allow for street widening and the construction of a round-about to facilitate better traffic flow.

Former Use: The Praxair Gas facility has not been fully assessed for its environmental condition. Discussions with individuals familiar with the property indicate that a portion of this site was used site was used for bulk storage of process equipment, containers, and chemicals for loading onto rail cars. The Praxair facility is listed by the Facility Index System (FINDS) through the National Compliance Database as an FTTS inspected site. No violations of TSCA were found during the inspections. Other pertinent environmental activity at the site as provided by FINDS includes activity in AFS (Aerometric Information Retrieval System (AIRS) Facility Subsystem), which is used to track emissions and compliance data from industrial plants; the NEI (National Emissions Inventory) database which contains information on stationary and mobile sources that emit criteria air pollutants and their precursors, as well as hazardous air pollutants (HAPS); TRIS (Toxic Release Inventory System); and IN-FRS, (Indiana-Facility Registry System) which provides the interface to track facility data monitored by multiple State and U.S.EPA program systems. The business is industrial in nature. The facility is listed with the Indiana Department of Environmental Management as a RCRA conditionally exempt small quantity generator and as a LUST site for which a No Further Action designation has been issued. No RCRA generator violations are listed for the facility.
