Former Use: Abiquiu, LLC was approved for a 75,000 BCRLF loan to address chlorinated solvent contamination primarily tetrachloroethylene PCE at the former Colonial Services Hancock Plaza site in Rochester, New Hampshire. The property was used as a laundry/dry cleaning establishment from approximately 1950 to 1988. Following the construction of major renovations in 1988, the building was used as a bank and for office space. In 2006, an indoor air venting system was installed in the building to address chlorinated solvent concentrations in indoor air that exceeded NHDES indoor air quality standards. While indoor air quality improved, chlorinated solvent vapors in indoor air were still detected at concentrations above standards. As a consequence, the building was vacated in December 2007 and has remained unoccupied since. This loan is being used specifically for designing and installing a vapor intrusion mitigation system for the existing on-site building that is more effective in preventing chlorinated solvent vapors from entering the building. Mitigating vapor intrusion will allow for reoccupation of the building and put the property back into productive use. Abiquiu, LLC plans to again use the building for office space for local businesses.
