Additional Property Attributes

The property is 12.57 acres in size and zoned as Transitional as noted in the City�s zoning map see attached. There are no buildings on the property. Developed features include the District 45 canal, a footbridge over the canal, and walking paths along the river, bisecting the property and along the canal. The area proposed for assessment is currently an open field predominantly featuring tansy ragwort senscio jacobaea, a noxious weed. See the attached map called Howard Preserve Proposed Improvement Project. That EPA Form 9310-3 8-2003 area likely served as a historic dump. Presently, the property is used as a nature preserve for the public. It is well used and loved by community members in Bellevue and throughout the valley. People visit the Howard Preserve at all hours of the day to walk their dogs along the river, bird-watch, swim in the river, cross country ski and for community picnics.

Former Use: In 2004, J.B. Howard sold the property to Wood River Land Trust. The Howard family had owned the property since the 1970�s. Wood River Land Trust worked with the City of Bellevue to raise funds to purchase the property and facilitated the purchase. Wood River Land Trust conveyed the property to Bellevue the same day of the purchase, according to the donor�s wishes. While owned by the Howard family, the property mainly served as a family vacation property for camping, fishing and other recreational purposes. J.B., Ellis and Lena Howard purchased the property from Otis and Ora Lee Disbennett who used it primarily for farming. The Disbennets purchased the property from the City of Bellevue in the early sixties. At the time or purchase, the City of Bellevue used a portion of the property as a dump. According to Otis Disbennet in an interview conducted with City Administrator Tom Blanchard on site on October 2, 2007: Disbennet had used a small cat to push the dump material into drainage swales near the field. He then plowed the land and raised grain for a number of years, finally switching to pasture grass. That was the condition of the property at the time of sales to the Howards.
