Additional Property Attributes

This property is included in the East Billings Urban Renewal District, which is the grantee, Big Sky Economic Development Authority's BSEDA, and the City of Billings' effort to proactively address economic stagnation issues in the area east and adjacent to Downtown Billings. In addition, the East Billings Urban Renewal District will help implement the recommendations in the 1997 Downtown Billings work Plan. Grantee has no other relationship with the owner, other than the property being situated within the District's footprint.

Former Use: 2030 4th Avenue North and 2024 4th Avenue North - HKM identified the property located at 2030 4th Avenue North as registered in the Montana Department of Environmental Quality MDEQ underground storage tank UST and leaking underground storage tank LUST databases. The 1948 Sanborn map indicated it was a truck storage and repair facility and in 1968, it housed a plaster/steel/concrete building. Correspondence with the MDEQ indicated that a used oil release was discovered at the FKA Contractors Equipment Center former name on February 26, 1992. The petroleum Release number is 1106 and the Facility number is 56-06752. The release was resolved on August 19, 1993. The release was Petro-Fund eligible. When the former land owner purchased the property, he was told the site was once contaminated but had been remediated. However residual contamination is present at the site. Groundwater is expected to flow south and east across the site. The building at 2030 4th Avenue North is also listed as 2024 4th Avenue North therefore it is assumed to be the same building.
