The remediation system placed into operation on 04/27/2016 served as both a vapor mitigation system and a groundwater remediation system. Additional Property Attributes

The Site is currently a light-industrial and commercial facility occupied by multiple tenants engaged in a variety of operations. Rose City Business Parks, LLC purchased the Site in February 2005 and sold the Site to MJR3, LLC in April 2012.
Site remediation of petroleum contamination in soil and groundwater in four separate areas of the Richmond site was needed. The loan is a 20-year (maximum) loan at 0% interest rate, with an annual repayment schedule beginning in August 2016. The last payment will be due in 2036. The City of Richmond estimates that five temporary (cleanup and construction) jobs will be created and more than 100 permanent jobs will be created once the business park is operating at full capacity on-site. In addition to new tax revenue being generated from occupancy of the former manufacturing facility, the City of Richmond anticipates tax revenue from additional commercial development in the area (e.g., retail) to support the increased employment at the site.

Former Use: The Site was developed in 1967 by Boise Cascade Corporation for its Divco-Wayne subsidiary. The Site was used for manufacturing school buses until bankruptcy in 1993. The City of Richmond purchased the facility in 1993 and sold the Site to Carpenter Industries, LLC Carpenter in 1996. Carpenter also manufactured school buses until October 2000 when it went out of business. The City of Richmond held an outstanding loan on the property from the Carpenter bankruptcy. The City of Richmond sold the Site to Rose City Park for warehousing and commercial business. In order to facilitate redevelopment of the Site, the City of Richmond entered into a Prospective Purchaser Agreement PPA in 2005 with IDEM that spells out cleanup responsibility and protects the city and any end uses from further cleanup liability. Rose City Park entered into the PPA with the City of Richmond and IDEM in January 2006.
