Additional Property Attributes

According to a Phase I Environmental Site Assessment (ESA) completed in December 2014 (not paid for with EPA grant funds) for the Simmons Senior Housing, LP c/o Argentine Neighborhood Development Association, Recognized Environmental Conditions (RECs) associated with the 3711 Strong Avenue property include the potential presence of an underground storage tank (UST) located in the north lawn of the former funeral home property. The UST is believed to be for storage of heating oil for the boiler in the funeral home building. Other RECs associated with the use of the property as a funeral home is the use of the embalming fluid formaldehyde and the use of on-site wells or sanitary systems for wastewater disposal. Lead-based paint (LBP) and asbestos containing material (ACM) surveys of the 3711 Strong Avenue structure confirmed that there is LBP and ACM throughout the structure (completed in March 2014 and not paid for with the EPA brownfield grant). A Limited Phase II ESA was completed with brownfield grant funds on the 1404 S. 37th Street property on 8/28/15. The goal of the Phase II ESA was to determine if on-site soils and groundwater had been impacted by past site use or by an on-site heating oil UST north of the building. Soil sample analytical results did not identify any contaminants of concern at concentrations above Kansas Department of Health and Environment (KDHE) Residential Tier 2 Risk Based Standards (RSK). The groundwater sample collected at a location between the UST and the building the presence of total petroleum hydrocarbons (TPH as diesel) at a concentration exceeding the KDHE Tier 2 RSK for Non-Residential Scenarios. The consultant recommended that the heating oil UST be removed in order to assess whether soils beneath the tank were a potential source of the TPH found in the groundwater sample. The tank removal and supplemental assessment activities took place at 3711 Strong Ave in November 2015. The UST Closure Report, completed 12/3/15, indicated that the heating oil UST was empty at the time of removal. The soil sample collected per KDHE requirements indicated that no petroleum constituents were present at concentrations above laboratory reporting limits. The additional groundwater sample collected downgradient from the initial groundwater sample did not exhibit concentrations of the contaminants of concern (identified in August 2015) exceeding the KDHE RSK levels for residential scenarios. The KDHE Tanks Section issued a Closed status for the subject property. No further subsurface investigation pertaining to the former heating oil UST was warranted. The redevelopment is known as Simmons Senior Housing Project, a 23-unit scattered site affordable housing development in the Argentine Neighborhood of Kansas City, Kansas (Project). The entire Project area included a combination of existing structures and vacant land parcels. Among other sources, the Project leveraged both state and federal historic tax credits to assist with the conversion of the historic properties, as well as low income housing tax credits for the Project as a whole. During the time of the environmental activities, historic renovation of the structure on the subject property was performed and completed. The $5.5 million project also included renovated two historic buildings into 18 senior housing units: the 1920s era structure at 3711 Strong became seven senior apartments and former YMCA building at 1333 S. 27th St. (not assessed under an EPA grant) to create an additional 11 housing units. A ribbon cutting ceremony on the Simmons site was on 11/16/15.

Former Use: 1404 South 37th Street building is currently vacant. It was previously used as a hospital in the 1940s and a funeral home from the 1940s to 2008. The 3711 Strong Avenue parcel contains a residential structure and the 3700 Strong Avenue parcel is a vacant parking lot.
