Additional Property Attributes

One of the most significant Brownfield Mill Redevelopment Projects in New England, Ludlow Mills is located adjacent to the downtown and residential areas. This 170 acre site contains over 60 buildings with a total of 1.5 million square feet. Westmass, in cooperation with the Town of Ludlow is undertaking the conversion of this 19th century mill complex to create a modern mixed-use development that will combine residential, office, retail, commercial, and industrial uses. It will also provide much needed greenspace for residents and workers in the form of a riverwalk along the Chicopee River and 50 permanently protected acres of open space including riparian areas. The Ludlow Mills are located in the Ludlow Village Historic District listed on the State and National Register of Historic places. The redevelopment of this historic complex over a twenty year period is projected to create 2000 jobs, result in 200 to 300 million in private investment, and increase in annual property tax revenues by 2 million. In addition, up to 250 housing units will be created including senior independent affordable housing. Westmass has already secured agreements with two private companies to reuse one of the mills as senior housing and to construct a new infill building for a rehabilitation hospital.

Former Use: The project area on the Chicopee River has been utilized by industry since the late eighteenth century. Between 1812 and 1844 the site supported operation of textile and cotton mills. Gun barrels were manufactured at the site of the current Mill No. 8 building from 1840 to 1846. Between 1846 and 1848 the building was used for the manufacturing of textile machinery. Jute products were produced on the property starting sometime around 1850. The Ludlow Manufacturing Company was established in 1856, and was later formed into the Ludlow Mills Company. Jute manufacturing was the primary activity at Ludlow Mills from the late 1800s for an extended period of time. Several large historic mill buildings from the early twentieth century (circa 1905 to 1913) are located within the project area. Since the 1960�s the complex has been a multi-tenant industrial park. The complex contains approximately 60 structures with a total floor space of approximately 1,500,000 square feet. Of the site�s buildings, five are large multi-story structures (Mills No. 8, 9, 10 and 11, and the 300 series storage building along State Street). The remaining buildings are mostly small, single story stock house buildings located along the Chicopee River. The western half of the Project site is almost entirely developed and previously disturbed due to the Ludlow Mills Complex. Ludlow Mills currently contains approximately 34 commercial and light industrial tenants with associated parking and access roads. Current tenants employ approximately 120 people. The eastern half of the Project site is predominantly undeveloped deciduous woodlands, which include several walking trails and a right-of-way for an overhead electrical transmission line. An abandoned railroad bed extends southeast from the existing mill complex through this eastern half of the Project site to a trestle bridge located over the Chicopee River.
