DEQ awarded KIBOIS Community Action Foundation, Inc. a $200,000 subgrant, through a competitive process, to cleanup asbestos inside the building. However, KIBOIS elected to only use $116,571.84 of subgrant funds. The immediate threat, friable asbestos was addressed in the basement and attic. Floor tile and mastic and vinyl floor tile was left in place on the 1st and 2nd floors. A small amount of asbestos containing pipe insulation was left in place on the 2nd floor. Three windows with asbestos containing window caulk were also left in place in the attic. All of the flooring and pipe insulation left in place is in good condition and being managed on a management plan. This will allow for the redevelopment to proceed.

Former Use: The Oaks Rehabilitative Services Center occupies the building that once was home to Saint Mary?s Hospital in McAlester. Dr. E.H. Troy established Mercy Hospital in 1902. Due to failing health, Dr. Troy convinced the Sisters of Charity of the Incarnate Word, a Catholic Order from San Antonio, Texas, to take over his hospital. The Order changed the name to Saint Mary?s Infirmary. They acquired the home and grounds of Melven Cornish, a local attorney, to house St. Mary?s and started attending to the sick in McAlester and surrounding area in 1914. Since 1914, the original building has had several renovations and additions. In 1972 Sisters of Charity decided to close Saint Mary?s and integrate with McAlester General Hospital. At that time, the building became home to McAlester General East. Soon thereafter, McAlester General moved into a brand new facility and became McAlester Regional Hospital. In 1974, the Sisters of Charity sold the Saint Mary?s Hospital building to the McAlester Alcoholism Council, dba McAlester Alcoholism Rehabilitation Council (MARC). MARC was later changed to The Oaks Rehabilitative Services Center. The site has functioned as a drug and alcohol addiction recovery center serving McAlester and the entire State of Oklahoma since that time. Additionally, one wing served as the home for the Mercy Clinic for several years. Mercy Clinic was a free clinic to those who needed but couldn?t afford health care.

According to the Subgrant Agreement Memo: the non-profit plans to expand the facility. The status of redevelopment: redeveloped right away. k.s.
