The City of Salem has purchased several properties on this block and is considering purchasing this site to promote redevelopment of this high-visibility downtown brownfield. Former Use: The Property is located in an urbanized area of downtown Salem dominated by commercial and office development. The Property currently is occupied by the Union Gospel Mission shelter that provides services to homeless men. The northeastern corner of the Property, at the intersection of Commercial Street NE and Center Street NE, was occupied by a retail gasoline service station from the 1920s through the 1970s. The gas station historically operated in an area now in use as an asphalt-paved surface parking lot. Oregon Department of Environmental Quality (DEQ) records show that the Property was added to the DEQ Leaking Underground Storage Tank (LUST) list (LUST ID#24-94-4165) in 1994 when petroleum contamination from the Property was discovered on the Roberson Motors property across Center Street NE to the north (LUST ID# 24-91-4112). Three underground storage tanks (USTs) were removed from the northeastern area of the Property in 1997. Environmental assessments conducted since the USTs were removed have identified petroleum contamination in soil, groundwater, and soil gas on the Property and in groundwater within the right-of-way of Center Street NE, adjacent to the northern Property boundary. Free product gasoline has been identified in monitoring well MW-5, located in Center Street NE. The most recent environmental assessment of the Property was completed by Anderson Geological, Inc. (Anderson) in October and November 2015 and documented in a report titled Risk-Based Environmental Assessment, Union Gospel Mission Men?s Shelter dated January 4, 2016 (Anderson 2016). In an email dated January 14, 2016, DEQ provided a list of further assessment recommendations based on the findings of the Anderson assessment, including additional soil, groundwater, and soil gas sampling required to evaluate: 1) the concentration and extent of petroleum hydrocarbon impacts on and off the Property; 2) potential impacts to stormwater utilities; and, 3) remedial options. as of 8-25-20, no NFA future work pending and ICs unknown (epa)
