Located on the easterly most end of the East Billings Urban Renewal District, and adjacent to Main Street, the Car Wash Express project intends to construct a nearly four million dollar car wash facility consisting of a 185� tunnel, 26 vacuums, mat cleaners, and other cleaning amenities. The Property Owner and the Car Wash Express representatives completed a Phase I environmental site assessment which identified two recognized environmental conditions (RECs). Big Sky Economic Development (BSED) was then contacted and able to provide a Phase II ESA through their Brownfield Assessment Grant. Construction and design of the project was halted until the completion of the Phase II ESA. BSED, and their Consultants NewFields LLC., were able to clearly eliminate any concern or perception which would hinder reuse or redevelopment. Construction continues today and completion of the car wash is anticipated for Summer of 2017. Results suggest that surface soil at the Site appears to be un-impacted and that petroleum hydrocarbons and/or solvents are present in subsurface soil and groundwater beneath the Site. These impacts appear to be due to offsite sources which have migrated to the Site via groundwater flow and are not present above 18 ft bgs. The impacts associated with offsite sources do not represent encumbrances that would influence future use and continued development of the Site.

Former Use: The Site is located at 607 4th Avenue North in Billings, Montana (Township 1 North, Range 26 East, Section 34). The Site is currently vacant land that was previously used as a used car lot, with one sales office building and one small storage building. The majority of the Site is covered with crushed gravel. The surrounding neighborhood is mixed use industrial/commercial. The Site has been under the current ownership for nearly 100 years. Throughout the 20th century the property was used as a stable breeding and raising saddle horses. In the 1980's, the property's use was converted to used car sales.
