Additional Property Attributes

The planting facility was identified as a Large Quantity Generator (LQG) of hazardous wastes from 1999 to 2012 and a conditionally exempt small quantity generator (CESQG) since 2012. The facility has received numerous violations from 1989 to 2008. A corrective action even was recorded in July 2006. Cleveland Fire Prevention Bureau records indicate that permits were issued for the reactive chemicals, oxidizers, dip tanks and corrosives in February 2015. A Phase II, which included a Sub Slab Investigation, was prepared for a prospective developer of the site. Results of the soil testing show that VOCs and PCBs were not present in the soil at concentrations above the VAP standards. Benzo(a)pyrene and lead were detected exceeding the Commercial/Industrial VAP standard. TPH was present in fill material taken below the concrete floor in the plating area. Groundwater testing results show that VOCs, PHAs/SVOCs and PCBs were not present in the groundwater above the VAP standards. Sub-Slab Soil Vapor testing indicated that dichloromethane was detected in the norther portion of the building, at a concentration exceeding the VAP indoor air standard. Since the VOCs were not present in soil or groundwater at elevated levels, there is the potential that the concrete slab is a primary contributing source of the vapors. Additional Sub-Slab Vapor Sampling found that five VOC compounds were detected at concentrations exceeding the VAP indoor air standard with the applied attenuation factor. It was recommended that the end user may install a sub-slab depressurization system in the western portion of the building to mitigate the concentration of VOCs in that area. Based on the sampling, it appears that the source of the VOCs is not the concrete slab and an epoxy coating over the concrete slab does not seem warranted. Property transferred to developer 11/27/17. CCLRC involvement complete.

Former Use: The property had been developer for various industrial purposes including a galvanizing facility, a builder�s supply, a chain factory, freight lines and a plating facility since at least 1886. Per the 1950 through 1963 Sandborn maps, two tanks were present inside the chain company building on the central portion of the property. Per the 1963 Sandborn map, the northwestern corner of the property was developed with an auto truck sales and service facility. The facility is identified on the RCRA Corrective Action databases.
