Additional Property Attributes

The Organized Village of Kasaan requested DBAC services to conduct assessment activities at a former residential property that they purchased in 2011. The intended reuse of this site is for the cultivation of native berry-producing plants as well as parking and trails to support their Discovery Campus. The residential structure and associated heating oil tank were removed in 2011 and stained soil was noted to be present. In FY18-19, DEC conducted assessment activities, finding petroleum-contaminated soil at two areas on the property, as well as a localized area of petroleum-contaminated groundwater.

In FY20, DEC drafted an ABCA and CRP to guide its cleanup efforts and communications/ engagement with the general public. Through this process, a remedial decision of excavation and disposal was selected. DEC then conducted cleanup activities, excavating both areas where petroleum-contaminated soil had been previously identified. A monitoring well was also installed in the location of a former aboveground storage tank. After two sampling events, the well was decommissioned after contaminants of concern were found to be below DEC cleanup levels or were not detected. In total, 257 supersacks, 369.89 tons, were filled and shipped offsite to Waste Management's Columbia Ridge Landfill in Arlington, Oregon.
