Additional Property Attributes

The Property is located approximately 0.7 miles west of Interstate Highway 5 (I-5) and 2 miles northeast of downtown Salem, Oregon. The Property consists of two undeveloped grass-covered tax lots (Marion County tax lots 5100 and 5200) totaling 3.24 acres on the east side of Portland Road NE. The two tax lots are divided by a recently-paved road leading from Portland Road NE eastward to the parcels adjacent to the eastern Property boundary. At the time of the site reconnaissance on February 1, 2018, the parcels adjacent to the eastern Property boundary were under construction with multi-family residential development. Parcels across Portland Road NE from the Property and adjacent to the north and south are developed with commercial and light industrial uses.

Former Use: Based on a historical aerial photograph dated 1936, the property (box tax lots) was developed with orchards. Tax lot 5200 also appears to have been developed for residential use by the 1930s. The orchard on tax lot 5200 was gone by 1947. The orchard on tax lot 5100 remained on the Property until the 1980s, but did not appear to be in cultivation after the 1960s. A motel was built on the Property in the 1940s. The motel was converted to apartments in the 1980s, and was demolished by 2002. No evidence of improvements on the Property has been identified since the motel was demolished. Historical maps show that retail gasoline service stations were present to the west across Portland Road from at least the 1940s through the 1980s, and to the north in the 1960s. DEQ LUST record indicates that no unacceptable levels of risk to human health or the environment.
