Additional Property Attributes

The southern portion of the Property was developed with a building occupied by a school or Home and Family Living Center from at least 1900 to the late 1970s. The building was vacated in the 1980s and was vacant at the time of the reconnaissance. The central portion of the Property was vacant from the time of the earliest records and the northern portion of the Property was developed residentially from circa 1900 to the 2010s and 2020s when the residences were demolished. At the time of the reconnaissance, the Property consisted of approximately 1.8-acres of land developed with an approximately 13,500 square-foot, two-story vacant building and vacant land. The building was in a dilapidated condition and contained miscellaneous school supplies.

The surrounding areas consisted primarily of residential land since at least 1900 through the time of the site reconnaissance. The northwest nearby site located at 217 Austin Avenue was utilized by a gasoline filling station from at least 1960 to 1963 and was later utilized for dry cleaning from at least 2008 to 2012. In addition, North Clinton Street, West Pine Street, and Austin Avenue bordered the Property to the east, south, and north, respectively.

A Phase II ESA was completed to evaluate the potential for fill materials to be present on the Property and whether offsite migration of impact has occurred from nearby former gas station. Arsenic was measured in soil on the Property at concentrations above EGLE Part 201 Generic Cleanup Criteria. Various VOCs were measured in soil gas but below applicable EGLE Volatilization to Indoor Air Pathway Screening Levels.
