Additional Property Attributes

The property is currently developed with two commercial buildings, two storage buildings, and parking areas. In the past, the property has been used for various purposes, including the Pulaski County Detention Home, offices for insurance companies, a graduate school for social work, the Serenity Park Treatment Center and the Kelly Foundation. The earliest documented use of the property (as the Pulaski County Detention Home) was in 1939. Serenity Park Foundation, Inc. requested a TBA from the Arkansas Brownfield Program in 2016 and planned to redevelop the property as a drug addiction treatment center. The Phase I ESA did not identify any RECs.

In 2022, Serenity Park Recovery Center was awarded a loan for the abatement of asbestos at their facility on Roosevelt Road in Little Rock. Serenity Park is a drug and alcohol treatment center offering detox, residential, and outpatient treatment programs. They plan to expand their facilities to include a female-unit residential treatment center. This expansion will utilize the previously vacant building on their property and the asbestos abatement will remove contaminants from the property before the remodeling of the building takes place. The abatement is necessary to protect the construction crews as well as future staff and residents using the building from exposure to the contaminants present. Pulaski County Brownfields is glad to support the redevelopment of this site into a safe and usable building for Serenity Park.
