Additional Property Attributes

The Site is comprised of 41 distinct parcels owned and/or slated for foreclosure by the City of East Point. A Phase I ESA at the Site revealed the following recognized environmental conditions:
Onsite:
1. The northeast corner of the Site at the intersection of West Forrest Avenue and Main Street was developed from at least the mid-1920s until the late-1930s with a gasoline filling station. The property was then redeveloped with a Goodyear automotive service garage addressed 2655 Main Street, which operated as an automotive repair and maintenance facility until the mid-1960s. Further, this facility's underground storage tank (UST) system was never registered or properly closed with the Georgia Environmental Protection Division (EPD), and no information was available during this investigation to mitigate the potential for the presence of abandoned USTs beneath the property. The succeeding automotive repair facility likely used and/or disposed of hazardous substances and petroleum products.
2. The northwest corner of the Site at the intersection of West Forrest Avenue and East Point Street was developed with an automotive body shop from approximately 1960 until the mid-1990s, identified in historical city directories as McMillian Body Shop. On-Site automotive repair involving the use and/or disposal of hazardous substances and petroleum products has the potential to adversely impact the Site's subsurface. Further, evidence of an in-ground hydraulic lift was observed in the garage's remnant concrete-slab floor, which has the potential to impact the subsurface with PCB-containing hydraulic oil.
3. The northeast area of the Site fronting Main Street was formerly developed with an automotive dealership and service center listed as Westbrook Automotive Motor at 2663 and 2665 Main Street. This facility operated from at least the early 1960s until the late 1970s. This on-Site automotive service operations likely involved the use and/or disposal of hazardous substances or petroleum products, which has the potential to adversely impact the Site's subsurface.
4. The Site's western parcels located just north of Ware Avenue, addressed 2660 through 2680 East Point Street, formerly operated as various used automotive dealerships between the 1960s and 1990s. A small automotive repair garage likely servicing the former dealerships is depicted at this location in the 1962 and 1978 historical Sanborn Fire Insurance Maps. The vacant garage remains on the Site, and inspection of the interior revealed the presence of two in-ground hydraulic lifts and a subgrade sump. The historical on-Site automotive repair and use of in-ground lifts in the vacant garage has the potential to impact the Site's subsurface with hazardous substances, petroleum products, and PCBs.
5. The vacant commercial building at 1595 Ware Avenue, located in the Site's northern area, was identified during historical research as a former dry cleaner. It operated between the early 1960s and late 1970s as Barnett Joe Trio Dry Cleaners and Trio Dry Cleaners, likely using hazardous substances, specifically chlorinated solvents, during operations. Further, a floor drain was observed during field reconnaissance in the rear storage room of 1595 Ware Avenue, in an area potentially containing historical dry-cleaning equipment. In the event of an on-Site release of dry-cleaning chemicals, spilled liquid would have been directed into the floor drain. Floor drains and associated piping act as a common pathway for contaminants into the Site's subsurface, particularly when installed in the vicinity of equipment or operations using hazardous substances.
6. Historical research revealed the parcel located in the southwest area of the Site historically operated as a gasoline filling station between the early-1960s and mid-1970s, addressed as 2736 East Point Street. The on-Site underground bulk-storage and dispensing of petroleum products has the potential to impact the Site's subsurf
