Additional Property Attributes

Baker School District 5J (District) acquired the former Independent Order of Odd Fellows (IOOF) Building located at 1718, 1720, and 1780 Main Street (Property), Baker City, Oregon in Baker County on March 30, 2018. Legal description of the Property is Section 16CC (SW � SW �), Township 9 South, Range 40 East of the Willamette Meridian (Tax Lot 16800). Acquisition of the Property was pursuant to obtaining liability protection as a bona fide prospective purchaser through completion of a Phase One Environmental Site Assessment completed to ASTM Standard #E1527-13 and US EPA's Federal Standard 40CFR Part 312 for "All Appropriate Inquiry." The District will undertake cleanup of the property in accordance with a Record of Decision prepared by Oregon DEQ dated September 27, 2017 and further outlined in a Prospective Purchaser Agreement Consent Judgement (Doc# B18090129) dated February 14, 2018 and recorded with the Circuit Court of Baker County on February 27, 2018.

The IOOF Building (Building) had been on the market for some time; however, real and perceived contamination had prevented its successful sale. Historical reviews indicate that the Property was developed and part of a railroad warehouse in 1884 with small retail stores nearby. The IOOF occupied the Building starting in 1888, along with other stores (dry goods, jewelry, and stationary) over time. From approximately 1903 to 1923, a "Paint, Oils, & Wallpaper" store occupied Building. From 1934 until approximately 2015, C.M. Brinton & Sons Printing operated in the Building, which printed the Record-Courier, a local newspaper. The IOOF Lodge Hall also remained in the Building until approximately 2013. The District purchased the Building on March 30, 2018.
