In 2016, a remedial investigation was conducted by Olympus Technical Services, Inc. on the site on behalf of Montana DEQ Petroleum Tank Cleanup Section. The investigation included subsurface soil/groundwater samples from four soil borings to 30 that showed DEQ RBSL exceedances of petroleum hydrocarbon near the former tank basins. In 2018, NewFields worked with EMBC to get the site eligible for brownfields assessment funding. A Phase II SAP was approved by DEQ and implemented by NewFields in 2019, involving the installation of four monitoring wells which were subsequently sampled. A second round of groundwater was completed by NewFields in early 2020, which showed contaminated groundwater in the gasoline range organics. After reviewing all available data from two Phase II investigations, DEQ requested a cleanup plan in 2020. A cleanup work plan (Additional Corrective Action and Work Plan for Contaminated Soil Excavation and Disposal (AC-04)) was prepared by NewFields and approved by DEQ in April 2021. In November 2021, NewFields staff oversaw the excavation of approximately 1,080 cubic yards of contaminated soil from the former tank basins at the Plevna Garage. Soils were transported and disposed at a one-time permitted landfarm near the site. The excavation removed nearly all the petroleum source mass excluding contaminated within the groundwater smear zone between 22 and 24 feet. To help treat the remaining contaminated soil, NewFields added a groundwater oxidizer product to the backfill. The Cleanup Report prepared by NewFields in November 2022 recommended continued groundwater monitoring for three years to evaluate the degradation of petroleum in site monitoring wells. The report also required a sample from the permitted landfarm soils to determine if a closure letter is warranted to reuse the soil for agricultural or commercial needs.
