Additional Property Attributes

This site is a 24-acre tract of land, which originally had three houses, a shed, a trailer and a road. The most recent subdivision plat in 2021 lists 35 residential addresses comprising approximately 12 acres or half of the overall 24 acre tract. The following are residential addresses on the south part of the lot: 824, 830, 839, 845, 851, 854, 857, 860, 863, 866, 869, 872, 875, 881, 887, 893 Nye Way - 859, 865, 870, 876, 882, 886, 890, 894, 898 Summit Ct. - 820, 822, 902, 904, 825, 827, 829, 831, 901, 903, 905 Hughes St - 819, 821, 823 Fairview Ct. The northern 12 acres are owned and occupied by the City of Coralville and house the Coralville Community Garden and the Coralville Parks and Maintenance Facility.

The property adjacent to the north is the City of Coralville water treatment facility. To the Northwest is a former Landfill. The property adjacent to the east is the Coralville fire Training Facility and Magellan Pipeline Company. The property adjacent to the south is a residential neighborhood and railroad tracks. The property adjacent to the west is a railroad tracks and a residential neighborhood.

The original phase 1 and 2 were conducted for the entire 24 acres in 2007 and 2009. More recently a phase 1 and phase 2 were completed for 2 addresses - 820 and 824 Hughes Street, within the 24 acre tract, comprising .64 acres total. This Phase II was completed at 820 and 824 Hughes Street (Site) with the intention of fostering affordable housing within the City.

A Phase I Environmental Site Assessment dated May 4, 2020 (Phase I ESA) identified uncontrolled fill placed in low lying areas north of the site and buried debris discovered during construction activity at a site located approximately 250 feet southeast of the Site as recognized environmental conditions (RECs). This Phase II ESA was intended to evaluate potential soil and groundwater impacts that may have resulted from these RECs. The Phase II ESA field activities were conducted on June 29, 2020. The Phase II ESA compared soil and groundwater conditions to Statewide Standards (SWS) established by the IDNR under 567 IAC Chapter 137. The Phase II ESA was conducted May 26, 2020 and approved by EPA Region 7 on May 29, 2020. Funding for the work is provided by EPA petroleum and hazardous substances assessment grants under Cooperative Agreement No. BF-97764301.

Phase 2 findings: - Consistent with the findings of the Phase I ESA, this Phase II ESA did not identify conditions of imminent threat or public hazard from hazardous substances or petroleum. - For soil and groundwater, the primary project decision has determined that the site is impacted at levels exceeding applicable SWSs, therefore the secondary project decision was necessary for site evaluation. - Secondary project decision concluded that, in conjunction with the existence of the City of Coralville ordinance prohibiting the installation of domestic wells, the site is considered suitable for unrestricted use at this time. - The Phase II ESA supports the City's due diligence efforts to avail themselves of the Brownfields liability defenses for a bona fide prospective purchaser as set forth in the Small Business Liability Relief and Brownfields Revitalization Act of 2002. - Minor continuing obligations, such as zoning and/or land use controls, may be required in support of these defenses
