Alternative 3 (Targeted Excavation and Disposal) is the most feasible and appropriate cleanup
alternative. This remedial approach immediately remediates and removes areas with the highest
contaminant concentrations and expeditiously minimizes potential exposure pathways. The
approach promotes redevelopment of the Site by cleaning up the Site to levels below RCG
RDCSLs and it is the most health protective option for future Site occupants and construction
workers. This alternative for the Site would help the City of Indianapolis achieve its goal of
multi-family residences as part of a comprehensive community redevelopment project.
