Additional Property Attributes

The property is currently being evaluated through a Clean Ohio Assistance Fund COAF grant for Phase II activities. Activities completed to date include soil borings and monitoring well installation and sampling, pre-demolition asbestos survey of the structure and a polychlorinated biphenyls PCBs and dioxins assessment of interior areas of the building. Limited impact to soil has been identified at the site in excess of commercial/industrial standards, PCBs were not identified in excess of action levels and dioxins were identified in dust samples within the paint room of the building. Additionally, shallow groundwater resources at the Site identified limited groundwater impact near the southeastern portion of the Site. The extent of the groundwater impact can not be fully determined at this time on-site as the impact appears to possibly extend off-site to the south/southeast or east of the property. Additional off-site assessment activities are necessary to determine the groundwater plume extent in these directions for remedial determination purposes. Off-site properties in this direction are currently connected to the local public water supply. The scope of this TBA is to evaluate whether the VOC plume extends off-property. Monitoring wells were installed off-site and no VOCs were detected.

Former Use: Known historical information states that the property formerly contained two coal furnaces, which were organized by Mr. Harvey Wells in 1873. The company was known as Wellston Coal and Iron Company. The company had financial difficulty and the furnace did not operate from 1876-1879 when H.S. Bundy purchased the property in 1879 and operated the furnaces for five years. Mr. T.J. Morgan, Mr. William T. McClintock, and Mr. Amos Smith organized Wellston Coal and Iron Company and leased the furnaces to King, Gilbert, and Wamer who organized the Wellston Furnace Company. This company operated the furnaces until 1894 when Wellston Iron and Steel Company took over ownership. In 1905, Mr. H.C. Willard purchased the majority of the company interests and origins Wellston Steel and Iron Company. The furnaces were operated throughout World War I and were closed in 1923 and dismantled in 1929. According to the book titled Jackson County. Ohio. by the Jackson County Historical Society, dated 1991 the following historical information relating to former Wellston Foundry was obtained. Wellston Foundry primarily manufactured steel shelving and revolving shelf units. This business operated under several names one of which included Eclipse Manufacturing. Mr. I.W. Ward reorganized the business into Wellston Manufacturing. A salesman for Mr. Ward, Mr. Joseph P. Gallagher, partnered with Mr. Paul Frick, Sr. and organized a rival company, Frick-Gallagher, to Mr. Ward's Wellston Manufacturing. Soon thereafter, Frick Gallagher acquired Wellston Manufacturing and continued to operate the steel shelving plant. The corporate office of Frick-Gallagher eventually moved to Lancaster, Ohio. The property was vacated in 2004 following the closing of the Frick Gallagher business and the termination of nearly 300 employees. Frick Gallagher Manufacturing is the current owner and there are multiple liens on the property.
