Cleanup/Treatment Implemented: Y
Cleanup/Treatement Categories:
Addl Cleanup/Treatment info: Drum and associated material management and disposal activities were conducted. During the final inspection, samples of the drum contents and the impacted soil were collected and submitted to a laboratory to characterize the materials for appropriate disposal. Based on characterization results, four of the drums (that contained waste oil), were transported to a licensed treatment, storage and disposal facility. Approximately 1,400 steel drums were crushed on site and transported to the Colville Tribal Recycling Center. All plastic drum liners and sample bags, after separation from drill cuttings, were consolidated into garbage bags and transported to the Okanogan County Central Landfill. A total of 9,510 pounds of plastic was disposed of a the landfill. The drill cuttings (from inside the drums) were stockpiled at the neighboring material storage area serving Mount Tolman Fire Center operations. The drill cuttings were placed in a low-lying stockpile and capped with a thin layer of clean soil that originated from soil stockpiles already present at the material storage area.

Additional Property Attributes

In 2007, a Phase II was conducted at the site. During this assessment, there were seven areas of concern. One of which is a mining waste drum area resulting from mining exploration in the 1960s and 1970s. There was approximately 1,400 55-gallon drums with plastic liners containing drill cuttings stored on the site. Samples were conducted and it was concluded that the REC lead levels were not above MTCA levels. The drums were crushed on the site and transported to the local recycling center, the plastic drum liners and sample bags after separation from drill cuttings, were consolidated into garbage bags and transported the local landfill. The drill cuttings were stockpiled at the neighboring material storage area serving Mount Tolman Fire Center operations. The drill cuttings were placed in a low-lying stockpile and capped with a think of clean soil that originated from soil stockpiles already present at the material storage area. Former Use: Site was used from 1978 - early 1980s as base of operations for mineral exploration of Mt. Tolman. The site was vacant for 8-10 years. From early 1990s - present, site has housed office and shops for CCT departments including Mt. Tolman Fire Center, Sanpoil Forest District, and Parks and Recreation Dept. Total of 11 USTs historically associated with the site with no formal documentation of removal or assessment at removal. Several dump/storage sites including the FDBA and WASA, a shooting range, a fill stockpile area and gravel pit were located along the road. Numerous areas of soil staining, suspect processes, and stored wastes are cause for further assessment.
