Additional Property Attributes

The City of Winnsboro operated a permitted municipal landfill Texas Commission on Environmental Quality (TCEQ) Permit No. MSW-977-A, at the Site for approximately 20-30 years. The Site accepted its last shipment of waste 1989. The permit was revoked, pursuant to the City of Winnsboro's request in 2000, closing the landfill. The landfill was closed administratively by the State of Texas and post-closure care is required as per Texas Administrative Code, Title 30, Part 1, Chapter 330, Subchapter K Rule 330.463. No subsurface investigation of groundwater surrounding the landfill to confirm that the materials placed into the landfill have not adversely affected groundwater. The presence of an on-site landfill constitutes a REC. The southwest corner of the Site is used by the Winnsboro Gun Club as a private shooting range. The range is also used by several local law enforcement agencies. Solid wastes generated at the shooting range includes spent casings and potentially lead-containing projectiles.
