The City plans to redevelop the site for residential use. The results of Phase II sampling may impact teh type of zoning and building codes applied to the site. Metals were detected in the soil, surface water and groundwater samples at levels above their comparison criteria; however, the concentrations were below EPA Removal Management Levels (RMLs) for residential soil or the metals were not listed on the EPA's Maximum Contaminant Level Goals (MCLGs) for drinking water. If metal contamination is still present after development activities are completed, then minimal excavation may address contamination adequate enough to provide unrestricted use of the property.

The metal concentrations detected in the soils are below their respective EPA Removal Management Levels (RMLs) for residential soils. However, the North Carolina Department of Environmental Quality (NCDEQ) may require further action. A soil cap may be implemented to help prevent exposure to the metal contamination, if said contamination is still present after development activities are completed. Capping may include covering the exposed areas with 2 feet of clean soil or landscaping to help prevent exposure to the contaminants.

Additional Property Attributes

The site includes an approximately 7.25 acre tract of land improved with an abandoned 2-story house and one currently occupied mobile home. The City plans to acquire the site and redevelop it for residential use. In 2010, battery casings were discovered in a ditch at the site. After further investigation, it was determined that lead contamination was present and an EPA removal action was conducted in the ditch between October 2012 and February 2013. The removal action included the excavation and off-site disposal of 3,577.71 tons of contaminated soils, replacement with clean backfill, and stream restoration. In August 2016, a Phase II sampling event was conducted at the site which included soil, sediment, surface water groundwater sampling as well as X-ray fluorescence (XRF) screening of surface soils for lead. Surface and subsurface soils contained metals at concentrations above the NCDEQ preliminary soil remediation goals (PSRGs) for residential soils or protection of groundwater; however, concentrations did not exceed the EPA RMLs. No surface soils screened with the XRF or submitted for laboratory analysis contained lead at concentrations above the NCDEQ PSRGs for residential soil or the protection of groundwater. No Volatile Organic Compounds (VOCs) and Semi-Volatile Organic Compounds (SVOCs) or metals were detected in sediment samples at levels above the EPA Region 4 Surface Water Screening Value. Surface and groundwater samples contained metals at concentrations that exceeded their comparison criteria however, the metals detected were not listed on the EPA's MCLGs for drinking water.

Former Use: The site is located at the intersection of Fairview Street and McLain Road in Kannapolis, Cabarrus County, North Carolina and is the location of the (largely former) Villas Mobile Home Park. The site operated as a mobile home park from approximately the 1970s until present. In 2010, automotive battery casings were discovered in a ditch as the site and this was followed by the identification of lead contaminated soils around the casings. An EPA removal action was conducted in the site from October 2012 through February 2013 which resulted in the removal and off-site disposal of approximately 3,577 tons of contaminated soil. The contaminated soils were replaced with clean backfill and where impacted, the stream bed was restored.
