Additional Property Attributes

The Target Property consists of a 0.5-acre parcel and contains a 23,000 sq. ft. vacant filling station and auto repair. The Target Property operates under the main municipal address 301 West Main Street, Olney, Young County, Texas 76374.
The Target Property is a vacant gas station and auto repair facility, bound by commercial offices (west), West Main Street (north), West Hamilton Street (east), and an alley (south). A 23,000 sq. ft. metal/concrete and stone structure is present on the Target Property. The building includes three auto repair bays and an office area. Hydraulic lifts were present in the two eastern bays. A floor drain was present in the western bay. A fenced-in area was present on the western side of the Target Property. One concrete-filled hydraulic lift was observed within the fenced area. Hundreds of waste tires were present in four large piles and scattered throughout the Target Property.

The Phase I ESA found the following RECs: REC#1 - Past Release & Remediation at the Target Property / Significant Data Gap - Leaking Petroleum Storage Tank Remediation records were found for the Target Property; an underground gasoline release from a leaking UST was reported and remediated at the Target Property in 1990, and four gasoline USTs were removed. The closed remediation is considered an HREC; however, since the records/ analytical data are not available for review, the HREC cannot be eliminated as a current REC at this time. REC#2 - Current Releases at the Target Property - Improper storage, lack of containment, leaking containers, open containers full of product(s), scrap vehicle parts, and heavy oil staining have contributed to ongoing surface releases on the interior and exterior of the Target Property. A floor drain and sump full of oily liquid were present in the western auto repair bay. The active releases from hazardous materials / petroleum products at Target Property may have impacted soil and groundwater and are a REC. REC#3 - Waste Tires / Significant Data Gap - Hundreds of waste tires were present in four large piles and scattered throughout the exterior of the Target Property, and limited the Consultants' ability to view potential surface features (i.e. potential additional hazardous wastes, drains, staining, etc.) and potential subsurface features (i.e. potential additional fill ports, lifts, wells, etc.) at the time of the site reconnaissance. The restricted view/access to the interior and underneath of the waste tire piles may limit evidence for additional RECs; therefore, this is considered a significant Data Gap. REC#4 - Historic West and Northeast Adjoining Filling Stations - The adjoining property located at 210 W. Main Street was depicted as a filling station in the 1948 and 1962 Sanborn Maps. The adjoining property at 311 W. Main Street was depicted as a filling station in the 1962 Sanborn Map. There is no available information regarding the historic operation and/or closures of the historic USTs or adjoining filling stations listed above which have since been redeveloped for general commercial use; therefore, any impacts to soil and groundwater quality from the historic filling stations is unknown. Based on the close proximity to the Target Property (within 150-200 feet), potential COCs associated with these historic adjoining filling stations may have migrated and impacted the Target Property and are considered a REC. REC#5 - Vapor Encroachment Condition (VEC) - The ERIS Vapor Encroachment Screen Report identified the Target Property as a potential source for vapors from its former operations as a retail filling station and auto service station. Diesel fuels, hydraulic oils and new/used motor oils are non-volatile ('heavy oils') and are not a concern for vapors. However, gasoline constituents of concerns (COCs) are volatile and should be evaluated/compared to indoor encroachment standards in order to eliminate any potential VECs that may impact existing structures or future d
