Additional Property Attributes

The subject property consists of one parcel that is approximately 4.64 acres in size. The owner of the property is the City of Franklin. The property is currently developed with a single-story brick building that is 13,500 square feet (sq ft) in size. According to information provided by the requester, the building was constructed in 1965. The building has multiple rooms, including a kitchen. The building is used as a community/recreation center where people gather, eat, host activities, prepare and serve food, and conduct other recreation events. The Phase I ESA found the following: No RECs, historical RECs (HRECs), or controlled RECs (CRECs) were identified in connection with the property. No de minimis conditions were noted based on current property use and/or surrounding property uses. No significant data gaps were identified. Although not considered an REC, the following business environmental risk consideration was noted as part of this ESA: Based on the construction date of the building, ACM and LBP may be present. The subject property is located within a flood hazard zone. The adjacent former fire station and its potential for presence of chemicals (PFAS) associated with firefighting foam. PFAS fit the description of a non-scope consideration as they are not currently considered a hazardous substance pursuant to CERCLA.
