Additional Property Attributes

The property is comprised of three parcels with addresses of 1210 S State St (Parcel # 094.-18-10.0), 1212 S State St (Parcel # 094.-18-11.0) and 1214 S State St (094.-18-12.0). Two Victorian homes were constructed on 1212 S State St and 1214 S State St in 1900. In 1954, the homes were connected and a retail storefront was added. A plumbing supply store operated until sometime betweeen 2013 and 2018. Later a large garage on a concrete slab and overhead doors was added to the rear of the 1214 S State St structure and used for storage. Another businesses at the property include an "oil burner supply" store that sold parts and materials for oil burning heating systems. A Phase I ESA was initiated at the property in 2019 when the City was notified by the prior owners estate attorney of a possible donation to the City. During discussions with the estate attorney, a fire destroyed both structures. The City of Syracuse demolished the site structures with a court order in October of 2019. The property is now vacant.
Heating oil above-ground storage tanks (ASTs) were previously located in the basement of the S State St 1212 and 1214 S State St structures. During the 2019 Phase I ESA site visit, evidence of petroleum staining was observed on the earth floor of both buildings proximate to the ASTs. The ASTs were removed by the City's demolition contractor in 2019 however there was no investigation of the observed petroleum hydrocarbon release at either structure.According to the March 2019 Phase I ESA, "Numerous commercial and industrial properties have been located within close proximity the property in the 1900's through the late 1960's at various timeframes including junk yards, sheet metal fabricators, commercial rug cleaning, printing, tire and battery service, coal sales and automotive repairs." The historical uses of the adjacent properties are considered an environmental concern for the property.
There appears to have been no previous environmental testing performed at the property. Anecdotal evidence made during the March 2019 Phase I ESA would seem to indicate that the property may have been contaminated as a result of incidental spills and drips from the ASTs.
