Additional Property Attributes

Upon cleanup, this property is used by Goodwin College, a non-profit institution, to create a Connecticut River Campus, including public and private open space and river access. PPF - Former General Oil Property, 12/20/06 7/31/09: Remediation Action Plan draft finished with final version to be completed in August 2009. 9/30/09: Remediation Action Plans for both 133 and 195 Riverside Drive were completed. On 9/30/09, a public meeting was held at Goodwin College to discuss the plans and solicit public comment on them. Additionally, in September 2009 a Request for Proposals was prepared and issued to potential remediation contractors for remedial work at 133 and 195 Riverside Drive. This site is part of Goodwin College's new Connecticut River Campus. The MetroHartford Brownfields Assessment Program funded Phase I, II and Limited Phase III Environmental Site Assessments total program investment of 150,723 to enable redevelopment of three petroleum storage sites into a new Connecticut River Campus. Following the assessments, the College funded a Remedial Action Plan, along with securing funding to allow for cleanup to begin on the three sites, totaling 30 acres. As a result of having in place Phase I and II EPA-funded Environmental Assessments, Goodwin College was able to secure over 24 million in private bank financing along with 3 million in grant funding from the Connecticut Brownfield Redevelopment Authority and 2.25 million in grant funding from the CT Department of Economic and Community Development all of which were used for remediation and construction costs for the first-phase of construction. In 2008, Goodwin College was awarded three 200,000 Cleanup grants from EPA for remediation to begin preparing three additional sites at the River Campus for future development. The College has stated that it would not have been eligible for such funding if the Phase I & II Assessments, funded by the MetroHartford Program, had not been completed. To date, the EPA grant funds used for environmental assessments and clean-up on the college properties has leveraged an investment of over 60 million in the development of the new Connecticut River Campus, with 110 million pending for the construction of three new magnet schools on college-owned property. Three contiguous properties (133, 195 7 211 Riverside Drive) have been cleaned to residential standards and the College's academic and administrative buildings. The buildings on 133 & 195 were completed in 2009 & 2010 for use as an incubator for the College's environmentally themed magnet high school. The permanent high school (now located on another former brownfield site) has been completed and the two incubator buildings have been repurposed as college classroom and faculty space. Goodwin College has stated 500 jobs are associated with the final use of the property. These jobs represent Goodwin College and CT River Academy (magnet high school) faculty and staff.

Former Use: 133 and 195 Riverside: Goodwin College Inc deed:2933/222 acquisition date: 08/15/2007 Site is a former petroleum storage and distribution facility. Immediate past owner is Whitestar Holding Company. The 133 Riverside Drive parcel is 1.98 acres in size and contained a one-story concrete building with a footprint of approximately 3,300 square feet. This building was constructed in 1952 and was occupied by HHS Mechanical Contractors, a piping system design and fabrication contractor. The building's garage was reportedly used previously for vehicle washing and possibly for vehicle repair or maintenance. The property was used as a petroleum terminal by 1952. The final three above-ground bulk petroleum storage tanks were removed from this parcel in 2005. The 4.15-acre 195 Riverside Drive parcel abuts 133 Riverside Drive to the south and contained two one-story, brick industrial buildings with footprints of approximately 1,500 and 7,300 square feet.
