These actions are typically based in an administrative record.

(2) Letters of transmittal that do not add information to the transmitted materials. An example would be a message transmitting a copy of a document to a requestor. (3) Quasi-official notices that do not act as the basis for official actions. Examples include notices of holidays, bond campaigns, etc.
